limit internet access to single computer in home

Is there a way to block or restrict specific computers from accessing the intenet through my router.  I don't want to have "changing passwords" as an option.  I'm looking to be able to limit my kids' ability to go online at (or after) specific times.  Thanks in advance.

The latest version of FIOS rotuer has parental controls.

Looks like it can do what you want.

You may have to pay for the upgraded router or you can rent.
