Ok so i earlier contacted one of the verizon people, but that wasn't too much help....
Basically since about a month or so my internets been wonky... ping is now hovering at like 200 (in lague of legends) and every once in a while... it goes crazy. No one in my house can even simply browse the web when this happens, but after a few minutes it goes away. Just to show that im not crazy here's a pingtest and speedtest from when it goes crazy. I'm Resonably sure its not the router, since we tried replacing that already.
Hope someone can point me in the right direction... because this is pretty infuriating.

Just so we're aware, what speed package are you paying for? Also, have you ensured no PC in your home is consuming a large amount of upload, perhaps from Peer-to-Peer applications, video streams or file uploads? Consuming upload always sends the ping through the roof. For that matter I should say, have you confirmed that nothing is causing traffic on your connection when the upload is low and the latency is skyrocketing, including a check to ensure no one else besides your own devices are on the Wireless if you use Wireless?

were paying for 10/2. I checked to see if anyone at home had "dicovered" p2p sharing, and I havent found any evidence. Someone sometimes does HD video streaming for video chats, but the slowdowns have happened when that wasn't happening. I can't think of any reason traffic would have went up since this started happening, but I haven't confirmed it beyond a doubt.

Also, how/what can i use to monitor traffic?

L100.WASHDC-VFTTP-91.verizon-gni.net is the Verizon Edge router you route through. The latency you're pulling to that is rediculous which certainly isn't good. While there isn't really a way to effectively monitor what devices you have on your network consuming bandwidth, what you can do is turn off the Wireless in the router and disconnect all wired devices except for a single PC/Mac, connected Wired. For this connected PC, you will want to open up the Task Manager, Activity Monitor, etc and ensure that computer is not consuming a notable amount of bandwidth (Check the Network Tab. A few KB/s here and there is OK, doing a Megabyte or several hundred KB/s is not OK and shows traffic). From this point, run a speed test. If the speeds are still shoddy or iffy during these times along with the performance in general, we will want to investigate potential MoCA issues if you use MoCa. Failing that, we need to have Verizon look into it.
If the problem doesn't last long enough to isolate this issue, then at least for the traffic issue simply look at the router's lights. They are a very rough estimate of traffic. If nothing is using the Internet when the Internet is running badly, you should see no lights blinking except on the device you're performing the checks on while the checks are running.
