I don't have another router, and would rather stay with everything on verizon's network. I'm afraid that if I mess with the NAT table I may cause more trouble. It seems to me that the main cause of the problem is with the info on line 13 of my tracert. I can't understand why I'm able to browse the internet, view java cams, and still cams but cannot get a connection to "live streaming" web cams that use windows media player. It's just odd.

I bypassed the router still nothing.....lowered firewall sensitivety, nothing, disabled Norton, nothing. I'm at a loss

If the IP is being blocked on the other end like you said in an earlier post. then the only thing you can do is to contact the other side and ask them to remove the block.
Verizon has recently purchased some new blocks of IP addresses and some of them came from out of the country and are listed as spammer IP addresses by some companies. When IP address blocks are resold to another company, it is supposed to be updated in most of the national and international databases, but some independant companies dont update themselves automatically so they still have those IP's listed as spammers and not the new company and until they update their list, it will remain blocked.

Yes, just as an FYI - the source of the streaming video on the http://webcam.keywest.com/ website is http://floridakeysmedia.tv/, which is blocked at my work:
You are not permitted to access the URL http://floridakeysmedia.tv/ due to the policy of your organization. Your request was denied because of its content categorization: "Malicious Sites"
I'll try this site once I get home (on FiOS) to see if it's blocked for me as well.
