Simple answer, Verizon Fios only accepts test results from their proprietary server.

speedtest net is testing real world from your home out to the congestion, loss hops, everyday anomalies that plague users using a finite service.

 

like Little highways the road has a speed pass lane (Fios Test server) 

all the other lanes are slowed down because of traffic.
