It's not a FiOS thing, the channel itself has ceased production. FiOS sent messages about it to our DVR/STB a couple weeks ago.

SoapNet has shut down its operations. ABC/Disney owned the channel, and wanted to reuse that channel for other purposes.
This plan had been in the works for a couple of years.
