This is where you, and alot of people are wrong. FIOS uses an 860MHz frequency layout to deliver us channels, just like cable does. Within that frequency, there are only so many QAM's available to deliver those channels. Since FIOS only places 2 HD channels to a QAM (unlike Comcast, etc. which uses 3-1), they have run out of space to add additional channels unless they too, move to a 3-1 compression scheme.

If I were Verizon, I would move these packages to  IPTV  once it's ready to go.

Of course, I would also to work it out with the leagues/local RSNs to get all the HD RSN feeds distributed across the country, making those packages much more valuable and make FiOS much more competitive to D*.

The picture quality of the MLB Extra Innings SD channels is terrible - generally, I only watch the HD channel (1474). I tried to cancel the package due to the poor picture quality but they wouldn't allow it. It seems given the poor quality, the least they can do if offer the HD2 service to help offset the poor quality of the SD channels.

I know and understand Verizon has no control of the picture quality, that it comes from InDemand, but since they distribute it, charge for it and allow it to their customers after continually bragging in all of their advertisements about their stellar picture quality, they need stand behind their offering statements.
