Why isn't it offered, is it some contractual,network affiliation or profit sharing issue?

but bottom line is that in the Northern NJ and NYC area's, Cablevision has an exclusive right to the channel and other providers cannot carry it by law. Verizon and the other cable companies have filed law suits to try and get that channel and a few others that cablevision refuses to allow other carriers to have. They are waiting for the FCC to make a decision on it. But then they have been waiting for a couple years now. They keep re-filing with the FCC trying to get action but no results have come yet.
