Why is the October 27th episode of Once Upon a Time not available on ABC On Demand? And why does it take so long for new episodes of almost every show to become available for viewing? Comcast has most TV shows On Demand the very next day. What's the deal with FiOs On Demand delays???
On Saturday I watched two shows from Friday, Nov. 1 and yesterday watched four shows from Monday, Nov. 4 - all On Demand from FiOS, less than 24 hours after they aired. So let's not generalize about the On Demand delays.

Doesn't Comcast do its on virtual recording of locals for on-demand?
Anyway Verizon depends on the VOD support of its various channel providers. Usually automated so they go up shortly after they are made available to FIOS, which for many shows is after the show and any planned repeats of first week are done by the channel provider.
I have no idea how Comcast works but in my overall general experience most primetime shows from the major networks were available for viewing after midnight. The specific delays I've noticed with VOD have been mostly with ABC. I was hoping to catch a missed episode of Once Upon a Time but it hasn't become available and it's been nearly 2 weeks. Looks like I'll be watching it via ABC's website.
I just checked my On Demand menu, and I think I see all of the the 10/16 shows from ABC.
One oddity I noticed was that the 10/14 episode of Selfie is only available if you go ABC > ABC HD > Selfie, but not ABC > Selfie.
I see AHS from 10/15 on my OnDemand. Can tell when it got there, but certainly is there now.
