Cable Cards With Tivos Are Not Displaying Many Channels

I have a Tivo Series 3 HD and a Roamio.

Some HD channels are not being displayed and ALL premium channels from 901 and above do not display.

In fact, Tivo's own cable card diagnostic screen displays on those channels.

Yes, I do have the premium package and most of the channels between 840-900 do work.

Do I have outdated/bad cable cards?

Will new ones work properly?

Some channels are MPEG4.  I think the tivo 3 and Tivo HD do not support mpeg4.  The Roamio should support mpeg4,
