Can't get beyond "engineering problem"

I need help and cannot find somebody to talk to.  

I am a long-time FIOS user (triple play with wireless) who is moving to a new location.  I spend nearly $500 per month with Verizon.  I deliberately chose a condo to move to in a building that has FIOS installed so that I could get the high speed internet there.  The person who lives below me has FIOS installed.  Others are FIOS qualified.

BUT, when I tried to use "Moving with Verizon is easy", I was told that my unit was not qualified for FIOS.  Not so easy.

 

I called 800-VERIZON and spoke on the phone to at least five different customer service agents over a three week period.  All told me that they could not order FIOS and that they would call "engineering."  I was promised a response in 48 hours each time.  NOBODY HAS EVER CALLED ME BACK!  Is Verizon trying to get me to switch to Comcast?

 

It does not make sense that my neighbor, who has the same utility closet as I do, can get FIOS and that I cannot.

 

Please -- how can I personally talk to "engineering"?  I need to know if I can have FIOS by the end of the month. Otherwise, I need to call Comcast now.
