If I go to www.verizon.com/fiostvcentral and select DVR->Scheduled Recordings, the web page I get says:
Scheduled Recordings
Index was outside the bounds of the array
Unable to process your request.Please try again after some time.
I can view my scheduled recordings with my "Fios Remote" iphone app even when not on my local WiFi.
So why won't the web-based version work?

I am sorry for the troubles you are experiencing. This sounds browser related. What browser and version are you using? Try using another to see if the results are the same.

I was the original poster in this thread.
I agree this sure sounds like a browser problem or perhaps a server-side web problem but it was neither. The error message was quite misleading.
I escalated this to customer support and they actually found out that my new install of FIOS was not correctly activated and they took me back through the reactivation process to fix this.
All is well now.
