Clear QAM in PIT

I have a Sharp LC46D92U which claims to have a 256QAM built-in tuner.  An auto channel scan of the "raw" (no STB) RG6 from FIOS shows 66 channels found but all are blue-screens.  I live in the Pittsburgh area.  I've heard that Verzion does not broadcast any clear QAM in this area; however, aren't providers required by law to provide unencrypted signals for (at a min) local channels?

STBs and CableCards remap the QAM numbers to the "official" numbers in the FiOS channel lineup.  With QAM, the locals can be found on channels in the 71-74 range.  With STB or CableCard, those channels appear on 500-510.

You should be able to get all the local and music choice channels without any issue.  The national channels are encrypted and you would need a TV card or STB to view those channels.

Thanks for the response. I actually have 2 DTVs (different brands) with 256QAM tuners and both act the same on raw FIOS input.  They both independently claim to find 66 channels but those channels are blue-screens.  Should I expect to find the local channels at the same channel numbers as those eminating from the STB?  If so, care to hazard a guess as to why nothing appears?  Is the QAM-256 used by FIOS tweaked in some way that would make it incompatible?
