how can i copy recorded programs from the DVR to a laptop or other memory device

Pretty much can't.
Might be able to play the content real time and hook a recording device to STB.
But I beleive most, if not all content is copy protected.

I am also interested in this topic. As I understand it, recording a TV show to VCR or DVD is legal as long as it is for personal purpose and not shared. making a copy of a DVR recording should fall under the same ruling.
Not here to debate legal topic, just wanted to set the baseline. I have been reading about various video capture devices. Some specifically exlcude HDCP protected HDMI signals; is that what is being used in the DVR? Any guidance on the viability of these types of devices to get a permanent copy of DVR shows would be greatly appreciated.
