Digital Adapters Receive More Channels in Different Markets

I have a digital adapter for an old SD TV in my kitchen in the Philly area and can only receive local channels. However, my family in Pittsburgh also has FiOS with a digital adapter and can watch any SD channel. Why is there a difference in what our digital adapters can receive? The product offerings otherwise are nearly identical.

- Verizon adapter handles all qam channels. Other adapters may or may not
- Verizon adapter includes a "cable card" that decrypt any encrypted sd channel that you are authorized to watch. Most other digital adapters don't support cable cards. If they do you still have to rent one from Verizon.
