No, you can not download recordings from the DVR.

His question before it was edited out, was about when Verizon will be getting the "Download from DVR" functionality to watch shows on mobile devices. This is something I know a few providers offer. I personally opt to go the Homebrew solution. No DRM, no nonsense, just a bit of homework and more efficient storage.
