I am charged for hd set-top box and two digItal adapters. The tripple bundle should include one set-top bOx for free.

It is my understanding that current packages now come with 1 SD STB for free. A few FiOS channels are not encrypted and can be seen using the standard QAM tuner in the TV.

Don't get me wrong, I would love it if the equipment were free or at least less expensive. I'm just not holding my breath waiting for it to happen.

I do not think any STB is proveded at no cost.  Digital adapters provided during the conversion from analog to digital were free and are grandfathered, but in my area no equipment is free.

Sorry, I used the wrong word. I meant to say NEW packages now appear to include 1 free SD STB, not current packages. I'm not getting anything for free either.

This is not the case in my area.  There is a charge for all equipment.

Maybe it should, but customers will ultimately pay equipment fees one way or another even if charges are not shown as separate line items on an invoice.  Having said that, sometimes equipment is (apparently) "free" and sometimes it isn't.

My initial Triple Play install (March 2012) included a "free-for-life" multi-room HD DVR and an additional SD STB at no charge.  This promotion was obviously a good deal had a positive influence on my decision to switch to Verizon.  The operative word here is "promotion."  Here's more on that subject:

https://forums.verizon.com/t5/General-Residential-Products-and/Pricing/m-p/581433#M8946

If you're not already aware, the prices quoted for bundles and packages and the duration of those prices refer only to the packages themselves.  This means that equipment charges can change during the terms of a service contract, as was recently announced for cable cards.

Caveat emptor (and by the way, heads up, customers).

It does not however say HD STB, which is what the original question asked.  Just about all plans now include an SD STB at no charge.  See posts 2 and 4 in this thread.
