Error code 9-6-15-304-100

On the home network trying to stream shows recorded on my DVR to watch on my Android.  Wont let me because it thinks I am out of network or using a proxy; both are not the case.  I'd watched shows using the FiOS app before. Why is it not working now?

 

I tried to trouble shoot in the app itself and it tells me my device is not provisioned.  Told me to connect my device to the router and restart the app.  How do I connect my Android to the router? Isn't being on the WiFi already connected to the router?  What does device not provisioned mean?

 

I created a ticket with app support, any comments here appreciated.
