All of the posts I have read concerning exporting the DVR settings and schedule to the cloud (or saving) is in relation to doing it just before installing a new DVR. Is this the only time that the export or save should be done? Is there an advantage to doing it regularly in case the DVR fails and cannot be accessed. Any disadvantage? I fear my DVR is on its way to failure, but I'm holding out because I don't want to lose all of the recordings on the external drive.

The export to cloud feature only exports your settings, NOT your recordings. If your DVR fails you will lose the recordings no matter what you do. Not good news, but that's the way it works.
If you export your settings to the cloud, I would suggest doing it each time you change them.

That is correct. If you use the option in Settings>>Save Settings the DVR Series Recording Schedule, Parental Controls, Favorites and Guide Preferences are saved.
You can peforme this process at any time.

Note: The last time in did this save to cloud a message was displayed that the data is only retained for 30 days. This feature was very useful as I just had my 7216 DVR with the noisy roaring fan problem replaced with a new 7232.
