Fast Forwarding with a little bit of Rewind

I am a former DirecTV customer and had a Tivo box that when I would be fast forwarding through recorded shows and then fit play it would jump back about 5 seconds.  Does FiOS have this option?

It is so annoying.

Mine used not have the 5 second delta.  Now it does.  I would like to turn it off.  Does anyone know how?
