HDTV goes blank when stopping DVR, switching from HD channel to non HD channel

Is this a normal occurrence for fios users.  When I stop a recorded program the screen goes blank for about 3 seconds and then reappears.  The same appears to happen when I switch from an HD channel to a non HD channel and vice versa.  I have a panasonic plasma, but I'm not sure if this has anything to do with it.

Go into the Video setting in the STB and turn off SD overide. What is happening is the STB is readjusting the video everytime you switch, and your TV must adjust. Some people like it and do not mind. But I would prefer my TV compensate for the program format difference. I had mine set to 1080 output and SD overide set to off. I now have a TiVo and it does native passthrough. So the TV adjusts just fine with what ever comes through.

What is the advantage of having the setting to 480i?  If the television compensates for this, what is the purpose?

If you set it to 480i, then the TV is receiving a 480i signal when you are tuned to an SD channel. That means you can then use your TV's aspect ratio settings to stretch that 480i signal to widescreen, for example. If you set SD override to "off," then the TV is always receiving a 1080i signal no matter if it's an SD or HD channel, so setting your TV's aspect ratio to stretch 4:3, if you so desired, will also stretch and cut off your HD video.  Setting the SD override to "off" will mean the STB is providing the black bars on SD channels, not the TV; the TV is only receiving the entire 1080i picture and won't differentiate if your on an SD or HD station.
