Help with FiOS and TV Tuner card understanding

I want to subscribe to Verizon FiOS local channels package (@12.99 a month).  I have a PC with windows 7 and want to use Windows media center to watch tv, pause/rewind/fast forward and record shows (ability to record 2 shows at once would be very nice).  From my understanding all I will need (besides the standard set top box from verizon, if that is even necessary) is some TV Tuner card for my PC.  Is this correct?  Will I be able to view all the subscribed channels (again only local channels)?  If in the future I go back to a regular verizon cable package, with 220+ channels and HD channels and what not, will the TV Tuner be able to capture all channels, or still just the local ones?  (Something to do with encryption of the channels)?  Can someone recommend a TV Tuner card that I can purchase that will do what I am asking?

You will need a Clear QAM-capable TV Tuner card if you're just going for the local channels. If you want more than that, then you will need a CableCARD-capable TV Tuner card and a $3.99/CableCARD from Verizon.
