Depends upon what you are trying to do. IMG 1.9 on the 7200 series and Cisco DVR's supports an external E-SATA drive for additional storage, however the data is encrypted on the drive, and paired to the DVR, so the only way you can play back content is via the DVR it is connected too. All the external drive does is gives you more storage for programming. Verizon has qualified only a handful of E-SATA drives, and the list and discussion of use are on other treads.
If that DVR fails, at least at the moment, the content on the external HDD is effectively lost.
If you really want to record to an HDD that you can play back on other media you either need to be able to capture the output from the DVR (Video capture card) , or get a tuner card for your PC that supports a cable card. The cable card has to be ordered from Verizon, and you have to rent it (about $4/month). Tuner cards that support Cable Card are pretty dear however.
Virtually all content that comes into the STB via Coas is encrypted, so absent the cable card you can only receive a handful of unencrypted QAM signals.

I think the OP was trying to ask how he can get the DVR to record onto the external drive versus recording onto the DVR. Is there a way to specify where you want recordings first?

When you install an external hard drive storage expansion, the drive is married to the DVR. Meaning you can not move the drive to another device and copy the content. The files are encrypted and stored on the external drive first. If you have content on the DVR before the addition of the external drive, the content will still be accessible.
