As one of the relatively few who still doesnt have the 1.9 upgrade, could someone explain to me technically how it is possible to add/upgrade certain hardware features without an entire IMG upgrade, like the new and very good on screen voicemail playback and deletion, but not other features, such as SATA expansion or multi-hub recognition?

Because voicemail for example has no external implications. There is no copyright to violate, there are no external devices to certify. The problems with the external SATA drive are largely related to copyright issues rather than technical issues. You can thank the content providers and the lawyers for that state of affairs. Software controlled devices can be viewed as state engines with a truly immense number of states, which means any major feature requires enormous testing, and even then, it is likely some 'bugs' will get through the testing program.
In short, it is a lot more complicated that simply enabling the port because of the 'external' issues.

Perhaps you are missing the point of my post...
I realize there are content issues related to storage versus expanded on demand, but FIOS has obviously overcome those issues, since the overwhelming majority of America already has the expanded storage along with 1.9.
My question is a technical one, as I remain one of the minority who does not have 1.9 yet:
How come Verizon can, technically speaking, turn on one feature, the voicemail/phone/tv integration, but not flip on the SATA port for over one year, independent of the 1.9 upgrade?
