Local Weather Channel Not Available on SD STB but is on HD STB

I have a standard definition STB and can NOT get my local weather channel on 49. This is in the Columbia, MD area zip 21045. I CAN get channel 49 on my HD STB's but when I go to channel 49 on the SD stb it shows the channel either before 49 or after 49. Is this a problem with my stb or local programming? It is strange that I can get the channel on my HD STB's but not on the standard def box. Thanks for any info
