New Service Connection Problem - No Signal

Had my Verizon service installed in my new home this week, including 3 separate set top boxes for 3 TVs. When the AV company came to install our home theatre, we learned the one box did not work because there was no signal to the cable. The AV company said Verizon will come out to fix the problem at no cost because they had installed to a pre-existing line and should have confirmed the signal on the line. Would be grateful if someone could confirm if that's true. Thanks.
