On Demand Fast Forwarding?

Is this serious that it's disabled on almost all on demand movies/tv?  

I can understand it somewhat on the tv shows due to commercials and you can obviously make more money by forcing people to watch them but why not add a skip to next chapter or something?

I just watched a 2.5 hour movie last night, getting to about 45 minutes from the end, I stopped the play and was going to finish it tonight.  I went to the movie, hit resume play and what do you know, it started right from the beginning.  And to top that I now cannot fast forward (not even the pathetically slow 2x speed) at all.  So my only options are re-watch the movie or watch it somewhere else.  Why am I paying for that?

Seriously this is 2013.  I could fast foward movies AND resume play before 2000.

I have noticed that the fasted I can fast forward is 2x speed when viewing VOD. We should have the ability to FF at the same 8x speed we have when viewing shows recorded on our DVR's!
