I am from Northern Virginia area and have the Apr-3.0 (Biers) build 06.17 but I do not see option to stream anywhere? I am on the same network my iphone and Fios DVR Quantum.

SOme people have experienced problems.
They way it is supposed to work is you go in to FIOS Mobile App.
Go to DVR.
When you select a recording, you are supposed to have option to play.

For the TV anywhere is it a requirement to have DVR function ($20.00) add on?

No. It is required that you have Quantum TV, i.e a VMS1100

How do I find this out? I own the
Fios Quantum Gateway

IF the picture reported is your equipment you have a VMS1100. Normally this means you have Quantum TV service, although some people have a different version of software that limits it two only two of its six tuners. i.e/. non-Quantum TV service.
Those with Quantum TV should be be able to stream anywhere. It should be obvious on your bills.
