The US Federal Communications Commission has issued rules requiring television broadcasters and cable and satellite providers to maintain constant volume levels for programs and commercials. The rules were issued persuant to the Commercial Advertisement Loudness Mitigation Act, better known as the CALM Act.

Ok so lets agree that volume 8-15 would be considered normal TV volume.

I have a brand new LG TV and there is nothing wrong with it at all.

I have PS3,XBOX360,ROKU hookup and they all play sound and video just great on my TV.

I have also tested attaching my pc to my TV and also everything sounds great at volume 8 through 15.

But!

Now when I use and watch FIOS TV no matter the channel or ON DEMAND  FIOS demands that to hear normal TV

that my volume must be at volume 56 or louder to sound normal.  

Is my FIOS digital silver box bad? 

So anyway I put in the CALM Act because as you can think once a TV commercial hits bam it sounds like the commerical is on volume 200!!!!!!       So I would like Verizon to come out to visit my home and see the issue I am having.

Why is the TV show so silent but the commercial super duper uber loud?  This is not right at all.

I am tempted to do all video through my xbox because at least it is 100% normal all the time at volume 15

I ran the tests over the internet and will reply with results here once I get home.

I am thinking perhaps the box is bad?

I have also found Verizon FIOS to be problematic with changing volumes for commercials. I am using just the TV speakers on my Sony XBR TV. Does VZ have control over that? Why would they care? Perhaps Dish Network used to filter the levels of commercials as I never had this problem as a Dish user. GW

I am having the same issue with my Motorola QIP 7232 2 FIOS DVR. The commercials/ads especially broadcast from the local node (commercials about restaurants and businesses in the local zip codes) are too loud compared to the volume of programming or commercials from national programming. I do not believe this is the fault of the system. This clearly looks like it is programming from local Verizon. Can someone from Verizon responsible for 90278 area address this issue?

Verizon's solution to this is a simple one.  "Just use your remote's volume control to raise or lower the volume to your likeness.  That's what the volume control is for."........I'm being a little sarcastic on this subject, but the way Verizon has resolved prior issues like these, if a quick resolution can be done by the customer (no matter how a PITA it may be), they opt for that solution, and put more emphasis on solving bigger, more complex issues.....and those issues take up to a year to resolve.

Nice to see FIOS-Dan is blatenly stating Verizon is completely ignoring the federal CALM act because it is a PITA and not an important issue. 

Before we bought a new TV with volume levelization my two year old would cry when one of blaring local commercials came on.  It is a VERY important issue.  We payed extra for a TV model with sound levelization just because Verizon is blatenly violating the federal CALM act.

I really hope FIOS-Dan does not speak Verizon because if he does then maybe I should not pay by bill because it's not important either.  I'm going to turn off the sound levelation option on my TV and report any violations to the FCC!

Will be interesting if the FCC considers the complaints unimportant issues.

How to Report a CALM Act Violation

The easiest way to file a loud commercial complaint is by using the FCC's online complaint form at www.fcc.gov/complaints. To use the form, click on the Complaint Type button "Broadcast (TV and Radio), Cable, and Satellite Issues," and then click on the Category button "Loud Commercials." This will take you to the "Form 2000G - Loud Commercial Complaint" form. Fill out the form and click on "Complete the form" to submit your complaint to the FCC.

The "Loud Commercial Complaint" form asks for information, including the date and time you saw the commercial, the name of the program you were watching and which TV station or pay TV provider transmitted the commercial. It's a lot of information, but it is necessary to help the FCC correctly identify the offending commercial from among the tens-of-thousands of commercials aired every day.

Complaints can also be filed by fax to 1-866-418-0232 or by letter mailed to:

This happens to me, as well.... almost on a nightly basis.  It's always a Verizon FiOS or FiOS On Demand commercial.  Once it swaps to the commercial it jumps about 200dB and my wife and I scramble to grab the remote so that our daughter doesn't wake up.

There must be something that Verizon can do to address this issue.  Apparently it's been going on since 2009, at the least.  I've seen other commercials do this... but the Verizon commercials are out of control, ridiculously loud.  It'd be one thing if the sound was coming out of my TV speakers, but when you're hooked up to a receiver with surround sound, it's mind-bendingly annoying.

I have the same exact complaint about being blasted out of my chair with Verizon commercials. Not all the commercials are that high in decibels. The sound is where I set it on my TV. Verizon insists on waking the dead with theirs. This is unacceptable.
