I had a whole house DVR that records up to 2 shows as well as 2 additional HD set-top boxes.
I also have the FIOS Actiontec MI424WR router.
I was told the router would work fine with the new Quantum DVR and equipment but it is not.
If you install a new Quantum DVR to replace the old one but you do not replace your router, you may run into the same problem.
During set-up of the new router on Step 2: Software Download if you get error code 2202
(2202 on DVR, 2202_108 on TV screen) that matches the same problem I had.
I had to talk to Verizon and they said I'll need a new router. The Actiontec MI424WR does not work with the new Quantum DVR's.

The problem you're having may exist with older models of the MI424WR but I have the Rev I version and it works fine with my VMS1100 Quantum DVR and remote set top boxes.

As part of the upgrade or original insall of Quantum STB's they should have included either a version I actiontec or the Verizon Quantum gateway router. They are required for Quantum TV service.
