dvr and stb issue

I don't know if this has been addressed yet or not.  We have a dvr in the living room, an stb in the downstairs family room and an stb in a bedroom.  If someone is watching on one of the stbs a recorded show from the dvr we cannot watch on the other stb a recorded show. It comes up with a message saying maximum amount is being viewed.  Is this normal that only one stb at a time can play a dvr'd program?
