OK iv asked a lot of people this and have gotten mixed answers. if i have fios tv, and i pay for 3 had/dvr's and than goto radio shack or best buy and get a digital adapter for my 4th tv will i be able to get fios tv, i know digital adapters even the ones Verizon offers do not support menu guides and vod etc.. But will a digital adapter give me the ability to have standard channels with out paying Verizon 3.99 a month? Some Verizon call center reps, installers and tech support people have told me it would and then others have said it wouldn't. Please I need clarification on this

aren't the "digital adapters" you can purchase at radio shack only for antenna set ups?

That's correct. Digital adapters, otherwise known as CECBs or "coupon eligible converter boxes" are only for over-the-air signals. They will not work with any cable company.
If you're looking for a good converter box for a TV, check out the Zenith DTT901. It's sold at Amazon and K-Mart for about $50, or $10 total if you've got a free converter coupon. If you live within 15 miles of your broadcast stations, pickup one of these $11.99 antennas to go with it.
