ghosting and horizontal lines

have any of you experienced ghosting and horizontal lines that go away after about ten minutes? it happens every time we turn on the television.

How is the STB connected to the TV?

Not in many years.  Each time I've seen it the cause was the TV.  I expect some more technical members will chime in if it could be FiOS related.
