After all that trouble, honestly I would expect them to install the card for free and give you a month or two of free service. If they pay their installer $80 for a two-hour slot, how much do you get for 12 hours? Even the gas alone would represent a nice sum. After you get the card, I would call and complain to seek a credit for the truck roll.
On the TiVo, go to Settings -> Channels -> Channel Scan. Then scan for channels. That will at least get you the local HD channels to watch and record. They won't be on the right numbers in the lineup (and thus won't have guide data) until you get a CableCard, but at least that's something. The HD locals should be on QAM channels 71-73.
