progamming remote control

I have remote control model RC1446302/00B.

This remote is not listed on your support page.

It is the same configuration of model RC1445302 therefore I used the same instructions to program my TV.

The problem is when I push the appropriate sequence of buttons I don't get a double light blink or a triple light blink when I should.  There is no blinking at anytime.

I tried to program using codes and search protocals but I'm not getting anywhere.  Before spending alot more time I want to know if programming should occur even if there is not blinking in the set up?

The remote does properly control the set top box.
