Need Escalation Department (Petty Theft from Verizon)

I was just told after waiting for months for a pro-ration credit and being assured no less than 10 times that it would be done that not only am I in collections, but I owe for the 25 days I didn't have service.  I have all documentation and return reciepts and what this comes down to is more or less petty theft.  It's unethical and possibly illegal.
