Power lines DANGEROUSLY close to house and low to ground--need new pole placed

I recently purchased a new home in Brookline, MA that has power lines running  dangerously low across my backyard--approximately 8-10 feet inside of the property line.  We are currently planning an addition to the back of the house and are fearful  that the excavator will clip the  lines and create a seriously hazardous situation for all.  All  that is needed is one additional pole being placed on the property line to pull the utility lines back to the edge of the yard and in line with property line where they will not be clipped by construction.  Brookline's Town Electricial Inspector said that Verizon owns the poles and that if I need an additional  pole placed or poles moved, I need to contact Verizon directly.  I have called Verizon customer service several times since October and have not received a response from Verizon.  Someone else suggested contacting Massachusetts Department of Public Utilities to file an official complaint because of the safety issues involved.  Can someone please point me in the most expedient direction to resolve this?
