Property damage from Water leaking from Verizon pipe

We're currently having an issue of water coming into our building from a Verizon pipe installed underneath our commercial building. We have not had any luck getting through to the appropriate person/team at Verizon about the water leak coming from their pipe.  The pipe was installed before we purchased the building and unfortunately we currently do not have an account with Verizon.  We've called numerous times and we've been getting passed through various people/teams but unable to be connected.  This has been a very frustrating experience and we've been getting a lot of rain in the area and water damage is getting quite extensive. We've been told by several water detection companies and the public utility company that Verizon needs to be contacted for this issue. Is there a number/person that we can call to have a Verizon technician come out and take a look?

Frontier Communications acquired all of Verizon's landline assets in Washington state in 2009.  They would be responsible for infrastructure maintenance and repair of what is now their equipment.  Please contact Frontier for assistance with this issue.  Thanks.
