I think that it is obsurd that Verizon won't let you suspend service on a set-top box wihout turning it in. I could understand it if you weren't going to use the box anymore.
If you are putting the entire service on suspension (Vacation suspension) then the boxes do not have to be returned. Individual equipment can not be suspended like that though. If you feel other customers feel the same way you do about being able to suspend boxes, submit your idea to http://bit.ly/cvqh21 . Users can then vote on your idea and possibly be included in future enhancements for FIOS. Thank you!
