Telephone line down

I have been trying to report a down telephone line for 5 hours now.  First by phone where I was transferred repeatedly and then ended up with no one on the other end for 30 minutes.  

Once with a live chat. Completely useless.  After chatting for 20 minutes that person said I can not help you but call this number which was the same number I was hung up on.  

This is my last attempt.  

 

There is a down telephone line with police tape on in front of my house. It's only a matter of time before it is ripped off of the poll and or my house.
