Here is the info I got back. I asked about a ETA, but I am sure I wont get one. If I do I will post back.
The technical teams here at Verizon are aware of the Basic to Upgrade Webmail issues that you are experiencing at this time. We are currently working on upgrading Webmail from version 2.0 to 3.0. As a result of this enhancement, access to the upgraded version of Webmail has been blocked in anticipation of this new release. So if you accidentally choose basic, you will have to wait until the new 3.0 release is out in order to “re-upgrade”. I hope this makes sense.
Once the new Webmail 3.0 is released you will be able to switch by going to the Options page and selecting the ‘Upgrade Webmail’.

I've been trying to resolve this issue, with multiple emails, and no one responed to me. I finally decided to call the Verizon online support line at 1-800-567-6789 and try technical support. After about wasting 1 hour with the Customer support guy in India, he came to a conclusion that going back to Webmail 3.0 is not an option. He also said there wasn't anything which can be done. I asked to keep the trouble ticket open as I know how important Customer Support trouble ticketing is. They want to close everything out as soon as possible and resolve it within the original call. I asked him when this would be resolved and he said there was no date and didn't indicate that there would be any resolution.
So, I told them to transfer me to billing. I requested a refund as I'm not getting what was agreed to be provided and the hassle of my time I'm going through trying to reach someone who can help me.
Bottom line, make your request to the billing to get credited for the time you don't have Webmail 3.0 because you had it before and they can't provide it to you again. I'll be calling every week. The more you all do that the more attention it will get because it will affect the executives' pocket book and the shareholders value.
So the update is: NO ANSWER This will not be resolved. (Straight from the Customer support guy, he agrees with me that it is a problem but said that he has to close the ticket because he's provided the answer that there is no way to go back to Webmail 3.0 once you've changed the settings)
Request your credit today and continue to request it every month till they fix it. If they don't I'll want to switch ISP's.

If you're not liking our webmail interface, try Yahoo or MSN...I personally use Gmail which is through google.
