Sorry I didn't answer all your questions.
Yes it is all QAM digital so you would need a box for each TV. Unless your TV is DCR (Digital Cable Ready) then you could just rent a cable card for the decoder. There are features that you would not get unless you used the Verizon STB. There are many posts here on the forums regarding not using the Verizon STB. Channel Guide, Video On Demand, Widgets, Remote DVR, and other features come over the Internet to the Verizon STB.
You may be able to get FIOS Internet and phone before TV. It depends if Verizon has the cable TV franchise agreement with your local gov. They may be getting that before deployment now. In 2005 when mine was installed they did not have TV yet, but I jumped on it when they did. I think TV went from Keller, Texas then Mongonery County, Maryland. It seemed that way.
