I reveived my verizon $200 gift card but the automated voice says that my account balance is $0. Is this some kind of scam? It also says that the maintenance fee for the card is $3.00. Should I just cancel my card?

No what you should do is contact your states attorney generals office via google search and tell them what is going on. Never give up something that was promised you.
