Verizon Access Panel - Sidewalk Trip Hazard

I manage a commercial building that has a concrete Verizon access panel located in the sidewalk in front of the building.  The concrete access panel is starting to sink causing a trip hazard.  Who do I contact to have the access panel fixed to avoid having someone trip on the property ASAP.
