Why no DSL and FIOS in my Verizon area?

Hello.

How come others and I can't get DSL and FIOS in our Verizon area? Both GTE (before it went away) and Verizon said CO is too far (over 20K ft.) for DSL. FIOS is in my city from what I read a few months ago, but Web site still says not here.  Even dial-up modem speeds suck since day 1 when we first used 33.6k+ dialup modem speeds about a decade ago (can only get 26400-31200 speeds and 3 KB/sec average). Is Verizon ignoring this city area? Is it because we're on a high hill? 😞
