I recently moved into a condo and inquired about Fios as I have had it before. The condo Board told me that they have submitted the required paperwork back in 2012 but no one will call them back! I have called twice and emailed. No response. I am in Long Beach. This is ridiculous that there is no return response and that people keep submitting items as required by your company with no response.

I doubt very seriously that Lowell reads these forums.  Call the tech support number and if the agent doesn't help you, hang up and call again and talk to another agent.  And, by all means, do not be sarcastic or nasty or you will get no help!!!  I have few problems with tech support.  I believe that my attitude has alot to do with how I am treated.
