I found Time Warner to be even less consistent than Verizon DSL.  When it comes to Cable Companies, I'd put my money on Cablevision before Time Warner, although I know that usually isn't an option.

Thanks for the tip.. not sure if I can get them in my area but I'll see...

I have since tested 2 more nights and it's the same: sub 1Mbps speeds are starting pretty early, around 7:00PM and lasting until 12:00AM; like clockwork. I guess this would be usefull if I was downloading huge files overnight, but it's pretty useless for streaming HD video or web surfing in the evenings.

The trick with Cable is to try to get the provider to give you a DOCSIS 3.0 modem even if you are not going on a DOCSIS 3.0 tier. That REALLY helps a ton with Cable-related congestion as a lot of Cable companies don't even take advantage of DOCSIS 2.0 channel bonding. A lot of companies like Time Warner in my area runs DOCSIS 2.0 modems in my area in DOCSIS 1.1 mode. No idea why but DOCSIS 3.0 is available.

If you're still with DSL though, I'm going to shoot someone from Verizon towards you to see what can be done. Failing that, I've got another person we can try to get this sorted out. Sorry about the long delay though. I'm a busy person and try to get here when I can! 🙂

You are not the only one it seems. I been dealing with support with this and it seems they have no clue why I'm getting trottled to these speeds. I suspected an issue at first. But I been seeing the pattern during peak hours aswell. This is royally **bleep** me off.

I been having the same extact issue. I been working with support and it seems like they have no clue about it and have been trying to figure out the issue. I thought it was something intermittent, but now that you mentioned the timing of your issue it seems like I'm not alone. Looking at these forums and searching online. I find we are not alone. We are being trottled during peak hours. We are not given a reason and our requests for support are probably not being looked into since this is being intentionally being done to us. 

I am tired at companies trying to pull this off and think they can abuse their users for what ever reasons they may think they have the right too. I will start actively monitoring my internet speed and recording this. If it continues I'm sure to collect enough evidence for someone to make a case of of it.

If you're willing to stick around here for a little bit, I'm currently working on seeing what we can find out about this issue. It does smell a lot like throttling to me, but my contact in Verizon who fixes up slow speed issues for a lot of people and who also works pretty close with engineering states that the problems were often due to severely overloaded edge routers. They work fine to a point and then they choke hard from what he was trying to describe. Either way, I'm in the process of getting someone to take a look at your lines, so I'm hoping we can get a solid answer for this for others to know about.

i haven't dealt with this issue yet... i'm almost as leary of the alternatives as i am of verizon.

new info, the throttling seems to start after 8:00PM PST for me anyway. here are some pretty horrible numbers from yesterday:

7:50PM - 6114k
7:59PM - 6191k
8:00PM - 6029k
8:18PM - 536k
8:24PM - 406k

i considered doing a bar chart but that would really require constant polling and i just don't have the time. i could write a bash shell script but what a waste. at that point i think i'm just obsessing.

it improved slightly but never over 1Mbps until after midnight. then right back to 6Mbps+

again on sat eve....

6Mbps+ at 7:50PM to under 700k at 8:03PM. My wife and i were watching a streaming hd movie and it stopped at around 8:10PM. Didn't want to start it again at 12:00AM, but the speed went back to 6+Mbps at 12:01AM.

It looks like trottling to me. And scheudled to boot. I'm going to keep these tests running until I can get a manager on the phone this monday. If nothing is done I wonder if there are any bored lawyers looking for some class action.
