Billing Cycle and Poor Notification

I'd like to know how Verizon will bill me on the 16th one month, Receive new debit card information, and decide to charge the same $30 they just received 2 weeks later. If anyone with the authority reads this, this needs to be solved asap, especially being the third time I've been screwed over,
