Can't connect to internet

About 10 days ago, when my internet connection seemed to be unusually slow, I went on Verizon's website and clicked on something called a DSL optimizer.  I believe this downloaded and installed a file called vzTCPConfig[1].CAB.  I was prompted to reboot so that the new settings would go into effect.  I rebooted, but ever since then, I haven't been able to access any websites from either IE or Firefox ("Page cannot be displayed"), or check email.  The modem appears to be working fine, and I can successfully ping Google and Yahoo from the command prompt.  I've spent six hours on the phone with three different Verizon tech support people, with no success so far.  They scheduled someone to come in to look at the lines.  But I suspect that it's not a problem with the lines, since it happened so suddenly after I downloaded that vzTCPConfig.CAB file.  It seems more likely that some kind of configuration setting on my PC was changed so that I can't access the internet anymore.  (I'm running Windows 98SE, if that makes a difference). 

One of the tech support people thought there might be a problem with my IP address, though they couldn't tell me exactly what the problem is or how to fix it.  Then another tech person said it couldn't possibly be the IP address, since I can ping outside websites.  When I run winipcfg, there are three things listed under Ethernet Adapter Information: PPP Adapter, NOC Extranet Access Adapter, and LinkSys FastEthernet.  The first two have no IP address (0.0.0.0), but the LinkSys one has what looks to me like a valid IP address.

Any ideas about what might have gone wrong, and how to fix it?  Thanks!

#1 What is the brand and model of your DSL modem?

#2 What is the brand and model of your router (provided that you have one)?

#3 What software firewall is on your computer (provided that you have one)?

#4 For privacy/security reasons, do not tell me the full IP Address.

Please only tell me the first two octets of it.

For example if the IP Address was 169.254.1.1, the first two octets are 169.254

<>The IP address for the Ethernet Adapter starts with 192.168. (This is the one that comes up when I run winipcfg).  There's also a different IP address that comes up under "My Modem" when I go to 192.168.1.1 in my browser -- that one starts with 138.88.
