I recently had internet troubles where the internet/DSL would constantly drop in and out. The Verizon Network Specialist reconfigured the network to try and keep the SNR values high. Meanwhile, a technician came to the house and removed all the telelphone jacks, save 1, to reduce the interference. After this, my D/U speed dropped for 2.7Mb/1Mb to 1.5Mb/0.4Mb. Is there any way to regain the speeds I once had?

Chances are either the tech lowered your speed or you were optimized when the tech ran a circuit diagnostic from their laptop/phone/tablet before they left.
Talk to support and request to have the 3Mbps profile re-applied to your circuit. If you'd like to track a before and after on this forum, I would also provide your Transceiver Statistics. With that we can also determine if your line is able to take additional speed after repairs.
