The waiver of The instillation fee is normally done via getting service from the web ordering not via calling or chatting or even a home visit from fios sales.
if you were told it would be waived via verbal promise, it will not be honored. You could call and call but in certain cases it may be lowered but not removed.
call your states Public Utilities Commission or Public Service Commission and see if they can assist.
